COHERENCE WITH OTHER PROCESSES
- Integrated Coastal Zone Management
Integrated coastal zone plans in Türkiye are regulated in the land area up to 3 km from the sea, and in the sea up to 1-2 nautical miles from the land. At the same time, there are interaction areas where the effects of integrated coastal zone planning are evaluated in areas beyond the scope of integrated coastal zone planning will be implemented, which are 10 km in the land area and 1-2 nautical miles in the sea. In this framework, considering the land-sea interaction, integrated coastal zone plans of a significant part of Türkiye’s coastline have been prepared in line with the Regulation on the Development of Spatial Plans and the relevant legislation.
The main objectives of the integrated coastal zone plans are to create a coastal data inventory, to ensure environmental sustainability of land and water ecosystems, to establish a strategic framework for land use plans, to improve and accelerate the decision-making process regarding coastal investments, and to establish a coastal management model and monitoring system.
MSP should be in comply with the integrated coastal zone management.
- Strategic Environmental Assessment
Strategic environmental assessment, an assessment process, is applied to ensure environmental protection at a high level and to contribute to the integration of environmental factors in the preparation and approval/acceptance of plans and programs in line with the principle of sustainable development.
Strategic environmental assessment is applied in the preparatory phase of all integrated coastal zone plans in Türkiye within the scope of the Strategic Environmental Assessment Regulation. With the Strategic Environmental Assessment Regulation, it is aimed to prevent environmental pollution before it occurs and “environmentally sensitive development” for a sustainable future.
Strategic environmental assessment should be taken into account during the MSP process.
- Environmental Impact Assessment
Environmental impact assessment is being conducted in Türkiye in order to protect environmental assets against economic policies without interfering with economic and social developments, to identify all negative environmental impacts that may be caused by planned activities in advance and to take the necessary measures. Environmental impact assessment in Türkiye is already carried out in integrated coastal zone plans in order to protect environmental assets and assess social impacts, and it would also be beneficial to apply it during the DMP process. Within the framework of the Environmental Impact Assessment Regulation, a total of 86.306 environmental impact assessments were conducted between the years 1993-2023.
MSP should not be in contrary with the environmental impact assessment.
