Legislation and Policy Framework
Türkiye has not yet adopted a national MSP legislation. However, several regulatory frameworks are relevant to spatial planning in maritime areas:
- Turkish Coastal Law No. 3621 (1984): Regulates land-sea interaction and coastal zone management.
- Environmental Law No. 2872 (1983): Focuses on the protection of the environment, including marine and coastal environments, through measures like pollution control and ecosystem protection.
- Fisheries Law No. 1380 (1971): Defines rules for sustainable marine living resources management.
- National Climate Change Adaptation Strategy (2011, updated 2023): Includes marine spatial considerations in climate resilience planning.
- Sustainable Blue Economy Action Plan (Blue Plan) (2025): The Sustainable Blue Economy Action Plan, in conjunction with MSP, aims to reduce conflicts in maritime areas and create synergies between different activities; promote investments through predictability, transparency, and legal frameworks; increase cross-border cooperation for the development of renewable energy, regulation of shipping routes, pipelines, submarine cables, and similar investments between countries; identify protected areas and determine opportunities for multiple uses of the area by calculating the impacts on ecosystems. The plan will ensure the management and planning of coastal areas, where land and maritime areas intersect, by highlighting their potential within the framework of the conservation-use balance.
